Requirements must first be added by going to Tools > Edit Settings > Immunization/Req's section.
After requirements are added, Students must have a birthdate entered on their Student page in order for the Medical tab to populate the requirements. Also, if you imported your data into Jackrabbit there is a special script which must be run after the import in order to match up the requirements with the Students.
